This would effectivly make sure that BM's are still accurate, but the older they get, the more inacurate they will be.
Interesting idea, just concerned about the amount of processing power it will take to rotate the systems. To do it, you'd need to move every single in-space object. That's every asteroid, every planet, every moon, every station, every gate, every anchored container...the list goes on.
Sure, it's something that you could do once a day during downtime, but how much more time would it add?

That would give insane power to the gate-camps, and basically render any attempt at a "running" setup pointless. I could accept this as an EW module similar to warp scramblers, that could stop a single ship if you got it locked and in-range, but a blanket-effect module would be too powerful.
No, it would not be too powerful. Just make it have some drawbacks. I suggested a similar module in the comments to the dev blog:
Jump gate scrambler
Deployable module. When activated it stops all ships from jumping through the gate for a short while, say 30 seconds. It then needs to recharge for 300 seconds before it can be triggered again.
Such a module is not overpowerful, you need to choose when to activate it and that would be an important tactical decision. Its undeniable that most combat happens at gates and stations, because thats where the targets are.
Another interesting idea would be a deployable sentry gun which has a limited number of shots or a low ROF. It would have to be triggered by the deployer, not automatic, destroyable and not as powerful as empire sentries. Make it equally powerful as say a megabeam II and with armor and shields like a battleship. It would allow you to fortify a position, like a station or a gate, a bit more than today. Nothing permanent, but temporarily boost firepower.
